Bidder Qualifications Criteria and Scoring

Setting Up Criteria For Scoring & Evaluating

The PennBid platform offers flexibility in creating scoring criteria using 3 different Criteria Types including Pass/Fail, Rated (Scale or Input), and Pricing. Your bidder evaluation criteria can be categorized into different Criteria Groups. 

Using Criteria to score and evaluate your RFP submission provides a defensible position when selecting the most responsive and responsible bidder. Without this established scoring criteria, making or defending your decision may be more difficult.

Reviewing Criteria For Scoring & Evaluating

You can add as many reviewers to your Criteria Review team as you like. You can even control which materials you reviewers have access to depending on your process. Reviewers only see their scores and submit their evaluations without being influenced by others on the team.

The Project Owner will have access to a Scoring Summary report, Proposal Analysis to review individual bidders’ submissions, and access to the individual Reviewer Scores.

The results of the Scoring are displayed in easy-to-use reports, charts, and tables. The Scoring Summary will rank the results in descending order beginning with the highest average score.
